In Connecticut we do have a policy of withholding report cards and transfer
papers and transcripts until financial obligations are met.  As noted this
is only as effective as the administration chooses to make it.  Other times
that these may bear more heavily on our driving age kids are when they want
a new job and when they need car insurance.  Most companies give a "good
student" discount for kids with "B" averages or better.  20% off might well
be considered real money for a 16 year-old boy.  In Connecticut, all high
school aged kids are required to get "working papers" from their school
(whether they are still attending or not) every time they get a new job.  A
school administrator or guidance counselor in effect must sign giving the
kid permission to work.  An employer can be fined if this papers aren't on
file and the school is free to withhold them from a student who
academically might be hurt by working.  "Johnny shouldn't be subjected to
the stress of working after school.  He already has trouble remembering to
return the books he borrowed from school."  think it would work?
