This is a huge sore point with me as well. I am not in charge of text books
but this is also true for library resources. Our state law does allow us to
withhold records when transferring and to withhold grade reports, but the
main office complained because of their huge stack of reports not issued. So
my main office still sends out grade reports. It is possible for a student
to hold any number of items for four years and only come to accountability
when they want to graduate. If they drop out, we have very little chance of
seeing anything.

I am also looking for ideas to change this. I am aware of all sorts of
reward systems, but most of these have no effect on most high school
students. I am afraid it has to get much more stern before anything will
shake loose from many students. We did say this year, that students with any
fines cannot have a parking permit. But that only affected students with
cars and students who got there first, as parking permits are limited to
about 40% of the student body. I am very interested in ways to get back our
materials in a reasonable amount of time.
