I think the items of concern are those whose origin is uncertain or unknown.  
Magazine subscriptions come from a known, traceable entity - the publisher or 
distributor.  Terrorists (or others) would need to access them while they are in 
the postal system to contaminate them.  That seems less likely, particularly with 
the hightened vigilance in our county today.  Hopefully this is something we really 
don't need to worry about.
