Just to clarify Frank's idea - the people on the MV Tampa are not
Indonesian. They are people who claim to be Afghani, Iraqi or Iranian
refugees who have made their way to Indonesia and then paid people smugglers
to get them on a boat to Australia.  Hundreds arrive each year in this way
and there are reports that hundreds more are waiting to come but are
awaiting the resolution of this saga.

This may add another dimension to your investigations.
