I"m sure that the public performances by established artists have
paid the royalties. Information on the writing of the song and the
ownership of the copyright can be found at
<http://www.loc.gov/exhibits/treasures/trm019.html>.   I found the
site in a google search using: [ "irving berlin" copyright "god bless
america" ].
