This sounds a little like the Accelerated Reader test thread that we discussed several months ago. If, as a citizen of the city, I have paid for the subscription through my taxes that support the public library, why should it matter, (except the bottom line of another subscription sold) what computer I use to access the subscription that I already paid for. The fact that I am using a school computer or a home computer should not affect the license purchased by the public library. Since it requires a library card number to sign in, It proves I have paid for the subscription at the library, and it would seem to me, I then have a right to use it????
