Hi Kathy,

I agree that teachers need to have access to phones in emergency situations. 
However, I believe that the situation described by the teacher in Richmond, Indiana 
does not have anything to do with emergency situations. Putting up a sign that says 
"No cell phones, pagers, etc" in the library as was suggested already can be a 
great deterrent. However, if a child has a medical emergency in the library and a 
teacher pulls out a cell phone to call an ambulance, I don't think the librarian 
and other students will be screaming and pointing to the sign on the wall that bans 
the use of cell phones. Emergency situations trump normal operating procedures and 
everyone, even kids, understand this.

It seems to me that the principal should have a discussion with this teacher who 
used the cell phone in the library for apparently personal reasons. The principal 
should take some action, whether it be disciplinary or whatever, and then work with 
the librarian to create a set of rules that everyone is comfortable with. Also, 
this issue applies to other areas of the school campus--should teachers be able to 
use cell phones in the building before or after hours? What about the teacher's 
lounge? The office?

I think the bigger issue here, though, is that many teachers (I was guilty of this 
when I first started teaching) view library time as a "free" time for them.
