Well, I got the job!  I had several requests for a HIT, so here are the
responses I received about setting up a new library and motivational
reading programs:

Priority:=A0 whatever allows the kids to USE the library.=A0 Shelving,
setting up for checkout, etc. Anything else can wait.=A0 (I've done =
this.)
You might also include use of Involvement Bulleting Boards from which
you and the teachers get educational value for the time you invest in
creating bulletin boards.

I instituted a program this year called "Author of the Month". For each
grade, I select an appropriate author and plan activities.  I read
aloud, do flannel board stories, overhead stories, make crafts, and
usually end up with a party with related snacks and a video. The kids
have loved it! Their only requirement is to check out one book by that
author during the month.

You would get best be consulting with Follette with specs on the school
population's characteristics (is it a high or low achieving school,
number of students, curriculum requirements to get a core collection by
determining the characteristics of the student population . Then you
would do the same for a core reference and video, software etc, what are
other schools in the district using for circulation.

One of the things I do is make a calendar. On this calendar I have set
up the dates for the things I want to do my first year. In Sept after
the holiday I have on the calendar a morning breakfast for teachers. I
explain to the principal that the purpose is a get acquainted and where
I talk to the teachers about a few of the things I would like to do or
have a few of them think about joining in on some special project.
Sometimes the principal prefers that I provide the refreshments for an
after school get acquainted meeting. On the calendar I also have special
dates like Dr. Seuss's birthday and we talk about having the cafeteria
fix green eggs and ham for breakfast that day, etc. Also on the calendar
is National Book Week and other dates where I would like to do something
special. Some of the special things I do might be to just make an
announcement or suggest that I really would like to use students to make
the announcements. I always make sure I go in with two calendars. As we
go over things we write the suggestions/activity down on the dates. In
my eight years, I have had only one principal that turned down
everything. Usually the principal only rearranges the dates so as not to
interfere with test dates. We might "celebrate' something the week or a
few days before or after testing.=20

First, atmosphere is everything. Making the kids feel welcome is more
about who you are than about what you have. Above all, I try to be a
good listener and match kids and staff with resources that they will
love. Even if I miss the mark, just having tried makes the kids
appreciate who you are and what you do. Here are a couple of things that
I did in my elementary library that worked really well.
