It is confusing for kids I agree.
Here's what I'd take into account.
The overall headings will probably be seen on every page accessed throughout
that particular site.
The particular web page here is "Women in the United States"
'Presidential proclamation' is a sub section of 'Women of the United
States'.
So how I'd site that particular page as

'Women of the United States'. [Online] Available at
http://usinfo.state.gov/usa/women/ (date accessed).
This way the reader can check the source and that is the main reason for
citing anything.

The difficulty is working out the title part, but the web page where you
find the information you have cited is the web page which should be cited,
rather than the original organisation.

What do you recommend using as the official title of a web page when
listing it on the Works Cited Page? Do you cite whatever is at the top of
the print on the page or the title listed on the very top grey bar of the
browser? What criteria do you use for determining the exact title? There
are often different titles to choose from and the students are confused.

For example:
http://usinfo.state.gov/usa/women/

listed at the top of the browser as:
        Dept. of State - U.S. Society, Values & Polit...

overall headings:
        U.S. Department of State
        International Information Programs
        U.S. Society, Values & Politics

titles over text:
        Women in the United States
        Presidential Proclamation

=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-==-=
