The problem is not cell phones, but teacher behavior. Passing a blanket rule about cell phones which affects everyone, possibly adversely, is not the solution. The solution to rude and insensitive behavior by a teacher is the same solution you use with a rude and insensitive child--explain the behavior, why it was wrong, and that it shouldn't happen again. I would explain to the principal that personal phone conversations in the library when students are working is extremely distracting and perhaps the principal can discuss with faculty the issue of respect for the library and students working in it. Then you can exercise authority in your "classroom," whether teacher on a cell phone or disruptive student.
