What you are saying is basicly what I was saying to another Librarian that I responded to. Basicly that if the program is monitored effectively, then I think that the program is a good addition to a Reading Program and can have great results for everyone. I agree with you that one should ask "Who is in charge?" Because I wondered that myself when students were picking out "easy reads." I didn't mean to start a heated discussion on the subject...if that's what I did.
