Here are the responses.  Thanks to Paula, Frederick, John, Sybil, and Jean

Part of it would depend on the focus of the book. Is the book focusing on the
terrorism or on the attack on the US? For the most part we are using the Dewey
for George Bush's presidency which is the history number for this time period
which would be 973.931. We are also assigning the actual subject for the
attacks
as prescribed by the Library of Congress and we using it also for Sears as we
don't know what Sears will do with theirs quite yet. That heading is
September 11 Terrorist Attacks, 2001.

I went into the site http://www.loc.gov/catdir/pcc/tentative/
and this is pertaining to subject headings only and is not the DDC number as
far as I can see .Check this site out.
I looked at www.titlewave.com (follett) and DDC depends on the book for
example:

most of the ones coming out of the book vendors have 973.931 as the Dewey.
Which places it in the appropriate place for the United States history items.
If it's more about the city of new york and what happened there, then it's
a 974.7 number.
It will depend on the table of contents and where it would be most useful
in your collection.
