Software: Tile printing a picture

I used to be able to import a graphic and print it out over 4 (or more
pages) and then piece them together for a large poster. That was many moons
ago with Claris Draw on the Macintosh.

I can't figure out what (readily available) Windows software will let me do
that today.  I've tried to figure out if Print Shop will let me do it (only
can change the length of pages and I want to print two across at the top
and two across at the bottom - so using the banner feature would take a lot
of trail and error to cut the picture in half and print top two pages and
then the bottom half of the picture in two pages).

I've tried PhotoShop, Microsoft Photo Editor, all with no luck.
