The media festival chart appears to be not-very-loosely copied from the =
technology and learning PDF file, except that some VERY important =
information has been omitted. I would not recommend anyone use that chart. =
The T&L chart is more complete and accurate.

The Kastenmeier Committee Report (not a "letter" in that sense) is the =
last authoritative information we have from Congress on their intent in =
writing the Fair Use tests included in the latest comprehensive copyright =
law revision in 1976. It dealt primarily with print materials since that =
was what was available for the most part at that time. There have been no =
substantive modifications to the print rules since that time. New media =
(multimedia, for example) have generated new agreed guidelines through =
media groups (CONFU, etc.) but none of those have actually been codified =
until the TEACH act. TEACH didn't change any of the single/multiple =
requirements of the Kastenmeier report either.=20

I would be a whole lot more comfortable about using that chart if there
were actual attributions for the 'fine print' AND a more clear statement
of responsibility/authoritativeness on it.

Copyright is being confused with licensing in the 'Video' and 'Computer
Software' sections.
The 'fine print' is vague "(newspapers can be used more often)".
" "reasonable investigation that copy...cannot be obtained at a fair
price"" is quoted without a source.
And isn't there more recent copyright information than "...the letter to
Congressional Subcommittee Chair Kastenmeier dated 3/19/76 "?
