I also read the article out of interest and saw that quote and my first
thought was "I am teaching my Kindergarten children to cite sources" (in a
very limited way) and they sure as heck know about moral rights and
copyright, especially when it comes to protecting their work.  They know
that if I want to put their work online or in the school newsletter I have
to get their written permission and that of their parents!

So I don't think not being a trained journalist is any excuse!  But I had
better watch what I write in case she reads it and decides to sue her
teachers for not teaching her properly!  She does have a history of inciting
litigation from
what I have read.

What I think could be done to add strength to our position, is to make sure
that we send a copy of the article - print it out, don't just send the
link - to all our staff members with a little note along the lines of "How
are you wording your assignments?  Is the main outcome a 5 minute
copy-and-paste exercise? Will you be sued for setting assignments that allow
for students to plagiarise if your students are not admitted to uni? Would
you like some assistance from your librarian?"

Just a gentle but powerful bit of advocacy!
