Newt Gingrich's address to the 104th Congress

Dear Group:

One of my teachers is looking for the text of Newt Gingrich's address to
the 104th congress that he gave in January, 1994.  The history channel
website has the audio of the speech, but I couldn't find the text, even in
the congressional record.

Any suggestions?
