I suggest you call HWWilson. They have a series of books titled The Reference 
Shelf. One of them, Representative American Speeches, might have the speech you 
need. I cannot check myself as my holdings on this title do not go that far.

I am sending this message to the whole group as I do not have the e-mail for 
HWWilson's reps, but I do know that one of them reads regularly-and answers-to this 
list. In addition, I am hoping that another member may have this title in their 
collection. Could other members check to see if they have a 1995 and 1994 
Representative American Speeches to see if there is a Newt Gingrich's speech to the 
104th Congress?
