As I understand it, while the current correct practice is to
file edited books under Title, in the past an editor who had
made a 'significant' contribution to a work might be used as
the main entry.

It may be that some of those who are doing the disks for
various publishers are using templates based on the older
rules. (That would also be why some of the older books in
our libraries, which today we would file under Title, were
then properly filed under the editor.)
