I always let the teacher have first chance...I quitely tell them of the
problem (some of them seem oblivious to it).  If they don't regain control,
then I do.  I don't insist on a silent library but I DO insist on one that
it is possible to concentrate and work in.  I explain it this way to
questioning students (but we're always this loud in class!):

"There are many places on campus to be social, even places where you can
yell and scream.  There needs to be at least one place on campus where you
can concentrate and work in a quiet atmosphere.  This is that place."

If I get (rarely, but it does happen) the 'tude "You're not my teacher", I
respond with, "That's true, but *you* are in *my* classroom, and that makes
you *my* student.

If I have to speak to them again, they are out to the vp's office on a
referral.  It helps to have a reputation on campus, too!  <G>
