Unless the panels reach the ceiling they are useless. My library has such panels which block the view from another area within the room but the noise is not contained. I hope you can find another location. Things are hard to remove once they have been put into place. Do you have a mailroom, cafeteria, stage, anything that would serve as a temporary home but inconvenience the whole staff? If your area is the only one affected you may have a problem rallying support for a different solution.
