In response to my request for alternatives to retention: Thanks
everyone!

Well, my school is first thru third grade, but yes, this is how it is
done in my district. I'll use math as the example, although the same
help is used for reading. Regular math is taught by the classroom
teacher. Kids below level go out during the math lesson to be with
another teacher. This used to be called Resource Room, but now it is
Basic Skills
Instruction or BSI. Kids two or three years behind are classified and
put into special ed.
Some are mainstreamed (a regular ed teacher and a special ed teacher
in one room) and some are in a self contained classroom. Karen DeFrank

We put all of the retained kids on a separate team, they can be
promoted at the semester break or stay on that team all year. It has
smaller classes and only 3 teachers. We have an ESE teacher in charge
of the team.

In our high schools, students repeat any required class
that they don't pass. When I was at the high school we had
many 10th graders retaking 9th grade English because
they didn't pass the first time. Maybe having to repeat a
class is better than to repeat a grade. I think we would have
had fewer repeating classes in 10th grade if they had
comeinto high school with the realization that they  would
not automatically pass for occupying a desk and breathing
rhymically.
