Good question! An argument could be made that SIRS or Nettrekker is providing the information. It can be difficult for average searcher to find the same resource through a regular search engine. There is that human selection expertise that SIRS, etc is providing that is missing in Google. It would also be important if the topic was something like 'is xyz database showing bias in their selection of sites for abc topic' since you would be comparing results from xyz and google. The citation would be about the same complexity as citing a magazine or newspaper article found through the same database.
