We have had similar problems in the past. One thing we did was to begin
a pass system. Students must have the pass when they come to the library
with their full name, purpose for being in the library, the time they
left their classroom (or whatever), and a faculty signature. If the pass
is not completed correctly, we make note of that with the student. The
pass is a distinctive color, used only for the library.
Such infractions as well as unnecessary disturbance, leaving without
the pass, etc. are all noted. When a student has four of these (you may
set your own number), they no longer come to the library during these
times. This has all worked out extremely well. Everyone knows what is
expected, and we have very few problems.
We do not allow students in during lunch times. Lunches are about 25
minutes, and students spend that time in the cafeteria. Students must
report there even if they are not eating lunch.
