circulation and state visit

Good morning,
    My school is being visited by the state next week.  I just found out
that I need to meet with the team and need to know a bit of information
concerning budget and circulation
We have about 1500 kids in the district
our elementary schools have over 1,000 items circulated per month
our middle school with about 375 kids has about 600 items per month
our high school with about 500 kids has about 45 items per month
I would like to know if anyone knows the average of circulations for
a middle school of about 375 or high school of about 500
I would also appreciate any information on budget
I was given no money this year-title VI was taken away and spent on
something else.
Any information about the state visit would be helpful-what information
should I have ready
Library is not a priority in this district and I would appreciate any help
that you can give me
