In our state -- Iowa, it is definitely contrary to the state board of
education's ruling to use the withholding of grades etc. as a
disciplinary measure.  Basically if a student skips classes, stops
going (for any reason including suspension) the student must be given
the grade that he exited with.  Thus I would conclude that this
student "has passed" that he must be given a passing grade and moved
on to the next grade level.

I'd be checking with past-precedent cases in your state, rulings from
the state DOE, etc.

If that were not the case in your state and if I were the parents I
would have an attorney post haste and my case would be THE case that
would make that the policy in the state.
