[LM_NET] Target: Circulation System Inoperable - What do you do?

Hello Everyone,

My name is Veida Evans.  I would like to Target:  Circulation System Inoperable - 
What do you do?.
I really need to know how do I allow students to check out books when the 
circulation system does not work, the old card catalog system was destroyed, 
several book do not have shelf cards, and administrators are doing nothing to fix 
the problem.

If anyone responds to me, I'll compile all of the responses and post a HIT (which
will contain all of the responses).  I am sure this is a dilemma that others are
facing or could face.  I have had this problem for three years, and I remain at
a lost.
