Orca books has a new series targeted to those readers.
 Two titles are

Trouble with  Liberty and the Hemingway Project.

There are a fair number of sources for "decodable"
books at that
reading and interest level.  However, my favorite link
to such things
is
"currently unavailable due to Hurricane Ivan" !!

fairly good
selection of easy to read books available online.

a handful of
books for adult literacy including a sample story

less "adult"
oriented but still not too painfully childish.

has general
high-low sources (but I am pretty sure the Reading
Genie site has some
sources I didn't get).

A Google search for "decodable stories" yields some
other sources for
them, too, including

Try the Orca Soundings books==I don't recall if they
are low enough but
ours don't stay on the shelf long.

I am the LMS at the Virginia School for the Deaf and
the Blind
(VSDB).  Deaf children historically have a difficult
time with reading
and
are often several grade levels below their hearing
peers.  We use
Capstone
Press quite often.  The have a very nice selection of
Hi/Lo books
written
on the 3-5 grade levels.  They have series such as
Extreme Sports,
Occupations, Vehicles, myths/monsters (bigfoot, loch
ness, UFO's,
ghosts,...),etc. Our middle and high school students
just love them!!

Capstone Press has a nice series on racing.  It
includes such things as
boats, snowmobiles and tractors.  Rosen Central is
another source.
They
have collections such as Ultra Sports, Exteme Sports
and Rad Sports.

They have everything and do free processing. I am the
consultant after
being a librarian for many years. If you need Spanish
go down to language
and select Spanish- put in your reading level and
subject! Also under
featured lists they have high low titles. We can make

Prior to being a librarian, I was a classroom teacher
for high-risk
students at middle school.  I have used Perfection
Learning with great
success.  Another source to check is Steck-Vaughn and
Rigby non-fiction.
