[LM_NET] TV safety strap on cart

Our county policy is that any TV on a cart must be secured with a safety strap. Is 
this policy based on an actual law, or just a common-sense policy? Would your 
system allow a TV to be placed on top of a filing cabinet, unsecured on a 
stationary object?
