Here's what I did for behavior management of those "big" kids.
I divide the classes into cooperative learning groups, a table of 4-6
students is a "team."  Each table has a number taped on it.  Each table
has a plastic bin of supplies:  pencils, erasers, markers, scissors, glue
sticks, a ruler.  Each class has a holder of files, one for each table. 
The supply bins and folder holders are kept on the top of nearby low
bookcases.  All the classes share the supply bins.
After teaching all the components of CL at the beginning of the year, I
give them projects.  Right now because they will be going to the King Tut
exhibit in March, they're doing a research project on ancient Egypt. 
 The first people finished with checking out books (or the students who
didn't bring back their books) retrieve their team's plastic bin of
supplies, get their folder, and  their assigned laptops.  They must get to
work right away or "Points off!"  See below.
I give the grade of their projects to their teachers for a social studies
or science grade.  They're so busy teaching to the test, they're happy to
get another grade.  Usually I tie the project into the curriculum for each
grade.
I use a rubric of points.  Part of the grade is behavior.  So if Table 3
is loud, arguing, calling out to another table, I call out, "Points off
Table 3" and that immediately calms everything.  Team members put pressure
on rowdy team members.  
When they're doing something good, like really cooperating, I call out
"Points on Table 2."  I don't even keep track of these behavior points,
but they think I do!
It also gives me reasons to teach what I want them to know:  Dewey,
software like Kidspiration, the use of subscription databases, Power
Point, word processing.  After I've finishing checking books, I'll give
them a short lesson using my computer and the projector or I walk around
to check progress.
I had to think of something because I lost my clerk last year, so no one
was out there supervising.
