[LM_NET] Target: state collection selection?

I have a very small state (Louisiana) section in my school library. It is
old and needs some help.  Are there any guidelines as to what types of
resources should be included in the section with resources by a state author
or about the that state?  When I came two years ago there were easy picture
book titles in that section.  This year I took them out and put them in the
regular easy picture book section and now they are being checked out.  They
weren't before.  I would appreciate your input on what to include.
