Does that mean reading first money can be used to buy RC tests?  And that
students may spend time taking RC tests during reading classes?  We were
told no AR is allowed during our reading blocks, so have had to work that in
elsewhere.  Don't get me wrong, I love the idea of having grant money to
help out a reading program, but when it comes with attachments, it feels
controlling.  Are they really supporting reading, or are they trying to
monopolize things?
