You might want to check with your state's Department of Motor Vehicles and see if they will send you copies of your state's drivers' handbook. Last fall I was at the Department of Motor Vehicles (Maryland) and picked up a copy and they told me I could get larger quantities by writing to the printing office. I wrote and asked for 250 copies and they sent them within days. The students were amazed that I was actually giving them away for free.
