Your District Tech people may be using CIPA as the reason to clamp down on
behaviors (like game playing) that are unwelcome in the network
environment. Those types of behaviors should more properly be addressed in
the Acceptable Use Policy. And then the Policy has to actually be enforced
by the campus administrators.
