[LM_NET] Gen: Licensing for DVDs and Videos

I recently came across some DVDs at a great price in a local store. I didn't buy 
them because I wasn't sure about their licensing.  Do the DVDs that I've purchased 
through vendors have the pubic licensing and the ones in the book stores just have 
home viewing? Is there a way to tell on the cover?
