[LM_NET] library use by study halls

I work in the Library Media Center a small rural 7-12 school, with 21
study seats and a 23-seat computer lab. I am wondering what similar
LMCs have for a study hall policy, i.e., can students come from study
halls, how many can come at a time, do they have to be doing
schoolwork, what are the penalties for infractions, or any other
aspects of this subject. Thanks for your input.
