[LM_NET] cataloging question

Hi,

I know that I should probably know the answer to this but why is only the 
first letter of the first word capitalized when cataloging a book?

Another school librarian wants to teach a lesson called reading the online 
catalog to her third graders and she knows that one of them is going to ask 
"why aren't all the first letters of the words in title capitalized" like 
they are taught in class outside the world of cataloging.
