[LM_NET] TAR: Copyright of TV Commercials

Some of my teachers have used some commercials taped from TV for a unit in
their classroom.  

Am I correct in assuming that tv commercials are the same as taped broadcast
tv and follow the 10/45 day fair use rule?

In other words, next year, they will need to find new commercials to use?
