Just a small comment re: "Then we will form our committee..."
The selection/reconsideration policy should spell out who is represented 
(# of Parents, teachers, librarians) on the committee and process for 
selection. I'd recommend that it be a standing committee. Another task 
would be being part of the selection of textbooks.

Training in the process before needed would make process smoother, 
easier to get books read quickly. You would be explaining the selection 
process you do before a committee starts to react to a problem and 
committee members would be selected based on a general interest, not an 
agenda.

Disagreement with dominant ideologies and moral codes is exactly what the principle 
of free expression is designed to protect. We don’t need the First Amendment to 
protect speech that offends nobody and agrees with conventional norms.
