[LM_NET] Target/ VCR troubleshooting question

Hi!

I know so little about monitors and TVs, and don't know if these two
happenings are related.
One of my teachers is having trouble with her VCR's auto-tracking feature.
When she pushes play, it shows her the tape like it is running in fast
forward but with extreme snow.  She also gets the auto-tracking flashing on
and off.  She has had this happen before and after using a head cleaner, it
had cleared up. Has anyone else had this problem?  She thinks it may do
with her dusting the tv screen and the static electricity arching.  How do
you clean your TV screens?  Is there a chance that this is the problem??
