I have no idea what ALA does or does not do for school libraries, but I
do have an idea of what should be advocated no matter who does the
advocating:  In any new high school construction, it just makes sense to
locate the library media center in the most central location of the
school where it then becomes the school's real center - a kind of
physical and psychological nucleus of operations.  Location, as is in
the real estate world, is extremely important.  A list a mile long could
be made for reasons to centralize the library - locating everything to
include, naturally, the collections, but in addition, Xerox, broadcast,
small kitchen galley for events, wireless lab, Scantron, video
duplication,  and any and all services used across the curriculum.
Architects and administrators that are encouraged to plan their
buildings using this philosophy will find, I am sure, that their schools
will be more manageable and successful - and less importantly - the
library media specialist will never ever be marginalized.
