[LM_NET] TAR: Does anyone know this book?

I have a retired teacher that is asking for the title of a book. Can  
anyone help?She writes:

Do you remember the name of the children's book where the guy was in  
a race, had flat tires and put milk in them
to seal the leak and go on to win?  Both of my kids bring it up every  
now and again, and I'd love to find the book
online and give one to each...... I just can't remember the name of  
the book or the author.
