First of all images are not from Google. They are from the web sites that Google finds. And Big G does not care what their use status might be. Your teacher/student needs to go to the original page for each image and see if it is OK to use or not. If it is from a personal page, he/she should email that person and ask. I have had students do this and have never been refused. So the patron needs to learn several things: 1. Google is a search tool and not a repository of images. THIS IS IMPORTANT! 2. Images must be credited. 3. Each image must be viewed at its site and the conditions there should be honored. For instance I have a royalty free clipart site. He is fine to use it, and the site says so. But he should give credit. 4. If an image is for sale he is not going to get permission and should just look for another. There a plenty out there. And the teacher should teach his student that Google is a search tool and not a database of images.
