So what do you think the possibility is that many ed tech directors also
recognize that this is a major problem, but do not know how to handle the
situation?

They have to be pretty tired of always having to "plug the holes in the
fences."

So maybe the time is right that it really might be possible to get them
thinking about more effective strategies. They may also be at a "tipping
point" in their understanding. Of course, we all recognize that librarians
have seen this situation more clearly than others - for lots longer.

So basically, we just then have to educate the administrators <major sigh>
and parents.
