Original posting: 

I have a 4th gr. teacher who needs a book on how the
world dwelt with garbage before we were concerned with
the environment. A picture book would be best but not
vital. She is currently teaching about environmental
laws and would like to show the students how
disgusting it was when people threw garbage in the
street and we had open sewers. 

I'm stumped

For some reason, the book An American Plague: The True
and Terrifying Story of the Yellow Fever Epidemic of
1793 comes to mind.  It is nonfiction, NOT a picture
book, but has lots of pictures of primary resources. 
I seem to remember some good information about the
plague being caused by filth such as this teacher
described but cannot remember if a picture is
included...

teacher may be interested in this one too: Tracking
Trash by Loree Griffin Burns
(Houghton Mifflin, 2007).  It's about plastic trash in
the ocean.

We have a local book that was donated to us by the
Suffolk Clean
Communities Commission, called "The Day the Trash Came
Out to Play" by
David M. Beadle.  It is pretty cute and colorful!
