[LM_NET] Gen: NY only - amazon sales tax initiative

I am a bit confused by the wording of this initiative of Gov. Spitzer. Does
this mean all will pay sales tax when 1. ordering in NYS
2. ordering in another state and shipping to NYS
 and/or
3. ordering through a e--retail site that is based in NYS?
Can anyone enlighten?
