If that is the case, having graphics and pictures, shouldn't all picture
books be in that section too?  Do they not tell the story equally
through their pictures?

I say treat them like a book!  Put them in the most logical section,
where your students will find them.  

Ostracizing them to a 741.5 could mean they do not get checked out.

They are not in fiction because of their format - drawings, artwork. The

same as we did for the comic books.

I have mine in a separate section "Graphic Materials" and include all: 
fiction, non-fiction, etc - all catalogued but with GRA above the call 
number and an orange sticker on the top spine.
