It sounds like she wants something like a "Dictionary of Modern
American Usage" (examples like this can be found on sites like
Amazon).

These dictionaries cover usage, style, pronunciation, and changes in
the use of the language.  The dictionary can be very useful for
individuals who are learning the language or who may not understand
the terms used by American "English" speakers.

A more detailed dictionary of the various changes in the language is
the Oxford English Dictionary which does give a detailed account of
the language, where they developed, and how terms have changed
throughout history.
