First of all, thanks to everyone who responded; I really appreciated the
quick feedback!

 

My original post was about a teacher's question regarding whether or not
he was within fair use guidelines in terms of personally taping segments
(or possibly the entire program) of Ken Burn's new documentary (WAR) for
viewing by students in conjunction with relevant social studies lessons?

 

The answer is that, in general, non-profit educational institutions can
record off-air programs and keep the tape for up to 45 days however, if
being used for instructional purposes the program must be shown within
the first 10 days after broadcast.  

As a part of the PBS charter, however, extended rebroadcast rights exist
for one year from the date of the teacher or librarian's recording of
most PBS programs.
