I got several dozen hits. It seems slightly different from State to State, but overall... *US teachers*: Most states let you teach after a B.A or B.S. Permanent "teacher certificate" once you get a Masters. *Can teachers*: Must have a B.A or B.S. and then complete a B.Ed before you can teach. I would argue that the Masters and the B.Ed. are the same level of qualification. Both are required after an undergraduate degree in order to get a "teaching license". The B.Ed. is a 1 to 2 year intensive course with placement teaching. So... is it fair to say the Canadians are getting a bum rap when they don't get on the "Masters Level pay scale"?
