[LM_NET] TARGET-> ELEM: Budgets

I'm working on a graduate course assignment and need information about annual 
elementary school library media budgets.  I can use either the total figure along 
with the student population or else the per capita figure.  Also, if anyone has a 
simplified budget by category, e.g., books, periodicals, etc., I would appreciate 
seeing it.
